But in an unexpected turn, the court lifted the stay last night, and instead of extending the deadline or giving employees even a single extra day to decide, OPM shut the program down completely—without warning. A group of unions challenged this resignation program, arguing that it was unlawful and misleading to federal employees. However, the judge never actually ruled on whether the program was legal. Instead, the case was dismissed because the unions lacked "standing"—meaning they weren’t the right parties to challenge it in court.

OPM took this as a signal to shut down the program immediately, despite the fact that thousands of employees were still deliberating. In the end, around 75,000 federal employees accepted the offer, falling short of OPM’s goal of 5-10% workforce reductions.
